Description (partial)

Symptom:
EXT_LSPA may be leaking entries for Typhoon and tomahawk cards when you have more then 4 paths to a destination PE.
this can be seen with CEF OOR messages and specifically for the entries from show cef platform resource:

Conditions:
VPN prefixes with more then 4 PE destinations. it is important that there are more then 4 labeled paths (including backup path). <=4 would not expose the issue.

It is also seen in 631 -651 releases, anything before or after these releases dont relate to this issue.
