Description (partial)

Symptom:
Prime Infrastructure is allowing software updates in the wrong order - albeit, the release note does clearly mention to install this update ***only on a Pi 3.1.7, or PI 3.1.7 Update 01 server***.

When applying software update from the web GUI  customer gets the errors below. 
"The update is downgrading the following library from ifm_config_rest-3.101.11.jar to ifm_config_rest-3.101.10.jar. The update will not proceed until this is resolved"

"The update is downgrading the following library from xmp_grouping_impl-12.1.5.jar to xmp_grouping_impl-12.1.1.jar. The update will not proceed until this is resolved"

The conditions here will be true:

1. if one attempts to install PI 3.1.7 Update 02 on any release other than PI 3.1.7.
