Cisco Bug: CSCvh98291 - EIGRP routes are flushed as stale after a failover event

Description (partial)

Symptom:
When a failover event occurs, some of the routes learnt via EIGRP are missing.

Under the output of "debug ip routing ha" you will see that we are getting add messages for all the routes but some have different epoch numbers. Eg.:

ROUTE HA: Updated RIB Epoch number 14 assigned to SDB: x.x.x.x
ROUTE HA: Sending Message Version:10 Action:add Object:route vcid:0x5 Address: x.x.x.x
ROUTE HA: Updated RIB Epoch number 15 assigned to SDB: y.y.y.y
ROUTE HA: Sending Message Version:10 Action:add Object:route vcid:0x5 Address: y.y.y.y

And after the add phase all the routes with lower Epoch number will be removed: 

ROUTE HA: Flush Stale Entries from RIB for topoid:5
...
ROUTE_HA: Send update for deletion for x.x.x.x 255.255.255.0
ROUTE HA: Sending Message Version:10 Action:remove Object:route vcid:0x5 Address:x.x.x.x

Having EIGRP and failover configured
