Symptom:
When logging debug-trace persistent is enabled to ensure that the debugging system remains on even after a management session disconnects, EIGRP related debugs might still be incorrectly disabled.

Conditions:
The problem is seen when 'logging debug-trace persistent' is used along with EIGRP debugs.
