Description (partial)

ASR1001-HX routers might report false fan failures even though the fans function as designed.

IOSXE_PEM-3-PEMFAIL log is seen for a FAN even though it is functioning correctly. 

This is seen with IOS/XE version that has CSCvh97923 and ASR1001-HX has hw-programmable older than 17112010
