Description (partial)

Symptom:
ISE deployments (2.0/2.1/2.2/2.3) after some period of stable work short CPU spikes (around 30 seconds) up 100% may be observed on PSNs over periodic intervals (initially once per hour, later time between spikes tends to shorter). Also application server cashes with 'java out of memory' errors can be observed.

Conditions:
Setup where majority of NADs are third party devices and ISE is used as a RADIUS Proxy server
