Symptom:
After ISSU, in certain circumstances (as listed in the "Further Problem Description"), hosts connected to a switch in NPV mode are unable to PLOGI to targets

Conditions:
This defect applies only to Cisco MDS 9396S or MDS 9132T in NPV mode
