Description (partial)

Symptom:
When traffic hits line rate on ICL on nVSatellite with Macsec enabled on few of its access ports, then there could be Drops on Phy due to the Congestion caused due to oversubscription.
Access port UIDB should be programmed with Macsec feature bit inorder to discard the packets during line rate condition in Phy.

Conditions:
Observed only when traffic on ICL hits the line rate of ICL interface with Macsec enabled on 1 or more access ports.
