Description (partial)

Symptom:
when Cat3650/Cat3850/Cat9k series of switches are used as MPLS node that performs MPLS EXP based queueing such as part of HQoS with Priority Queues this will not work on any software release prior to 16.9 branch
all traffic will be queued into class-default when MPLS EXP based matching is used in class-maps
this will result in packet loss inside Priority Queues which under normal circumstances should not be happening

Conditions:
Cat3650/Cat3850/Cat9k series of switches are used as MPLS node that performs MPLS EXP based queueing such as part of HQoS with Priority Queues
