Description (partial)

Symptom:
8865 phone when registered with Tertiary CUCM server (3rd CUCM server in the Group) when the phone is "reset" or "restarted" from the CUCM, doesnt register back. It goes into registering state and stays that way for more than 10-15 mins and most of the time forever

Conditions:
When there are three CUCM servers in the Call Manager group
