Symptom:
Acting with a an switch admin operation on a NCS1K-PSM module within a 3-way protection schema, may happens that the remote PSM move its TX VOA in AVS mode hence shutting down the line.

Conditions:
PSM with a 3-way protection schema, the Path-Protection configuration paths.
Admin switch commands may be: "hw-module slot <> manual-switch-to" or a psm configuration "lockout-from".
The issue may be present in a 5 to 7% of cases.
