Description (partial)

Symptom:
Evlogd process memory uses more than allocated. We will see the process is in warn or over state.

Conditions:
Clearing active event logs by running CLI 'logs checkpoint' which allocates 20K buffers or running 'monitor protocol' also allocates 20K buffers resulting will increase memory but no harm for subscriber calls running on the system.
