Description (partial)

Symptom:
All APICs in the cluster can no longer communicated.  You will see "Data Layer Synchronization in Progress" or "Data Later Partially Diverged" Status messages for the APICs.

When querying the "lldpIf" object on the leafs, the ports that connect to the APICs in the cluster will show an "infra-ip-mismatch" status for wiringIssues:

Conditions:
An APIC was recently replaced, and the wrong infra IP was configured.
