Description (partial)

Symptom:
there are several situations that no reporting <i>smart-call-home-data</i> does not work as expected.
[1] when a profile 'abcd' reports both smart-licensing data and smart-call-home data, and then configure it to no reporting <i>smart-call-home-data</i>, it will work expected. However, after switch-over/call_home process restart, show call-home profile <i>abcd</i> will show that it reports both data.
[2] when a user profile 'abcd' reports both smart-licensing data and smart-call-home data, and then configure it to no reporting <i>smart-call-home-data</i>,  it will work expected. However, after reload, show call-home profile <i>abcd</i> will show that it reports both data.
[3] when a user profile 'abcd' only reports smart-call-home data, if configure no reporting <i>smart-call-home data</i> and reporting <i>smart-licensing data</i> in one commit, call-home will accept all request. However, show call-home profile <i>abcd</i> will show that it reports both data.

Conditions:
For issue [1] , it always happens when all below conditions are met:
(1) a profile 'abcd' reports both smart-licensing data and smart-call-home data
(2) configure it: (config-call-home-profile)#no reporting <i>smart-call-home-data</i>
(3) restart call_home process:
#process shutdown <i>call_home</i>
#process start <i>call_home</i>
or trigger a switch over:
#redundancy switchover
(4) show profile: #show call-home profile <i>abcd</i>
For issue [2] , it always happens when all below conditions are met:
(1) a user profile 'abcd' reports both smart-licensing data and smart-call-home data
(2) configure it: (config-call-home-profile)#no reporting <i>smart-call-home-data</i>
(3) trigger a reload: #reload
(4) show profile: #show call-home profile <i>abcd</i>
For issue [3], it always happens when all below conditions are met:
(1) a user profile 'abcd' only reports smart-call-home data
(2) configure no reporting <i>smart-call-home data</i> and reporting <i>smart-licensing data</i> in one commit
(3) show profile: #show call-home profile <i>abcd</i>
