Description (partial)

Symptom:
No message in syslog indicates that fault-manager to action to shut down a port when a NP diagnostic failure occurs. Only message indicates that the interface went down. Example output:

Conditions:
Need the following two series:

1) Fault-manager datapath port shutdown feature needs to enabled from admin mode.  
2) An NP diagnostic failure needs to happen in order to trigger the feature.
