Description (partial)

Symptom:
In some cases, load balancing of participants created by the API may not function correctly.

Conditions:
Example of participant API POST not load balanced:
 * CMA A instantiated on CB A
 * Admin does API POST on CB B to /calls/<call guid>/participants with remoteParty=CMA A
 * Call to CMA A is not load balanced

Example of client invitation not load balanced:
 * CMA A instantiated on CB A
 * CMA B instantiated on CB B
 * CMA B joins space and call is load balanced onto CB B
 * CMA B invites CMA A
 * Call to CMA A is made from CB A and a peer link is set up between CB A and CB B
