Description (partial)

Symptom:
Error is master log files  SnmpAdapter: Could not parse snmp configuration file: Content is not allowed in prolog

This error will not allow snmp messages to be sent to any community host listed in the snmpconfig.xml file while an invalid character exists in ANY community ID defined.

Conditions:
Using a community ID of public$.  Note the $ is used at the end of the valid characters.
