Cisco Bug: CSCvh91290 - Cisco Wave 2 APs need to send XID broadcast on client association for FlexConnect local switching

Description (partial)

Symptom:
When a client roams from AP to AP, the client may be unable to receive unicast data for some time after the roam.

A span of the roamed-from and roamed-to APs' switchports shows this:

* upstream packets from the client are received by the roamed-to AP's switchport
* however, downstream packets addressed to the cleint are transmitted by the wired network to the roamed-from AP

At this time, examination of the CAM table on the APs' switch(es) shows that the client's
MAC address entry still points to the roamed-from AP.

After some time, the client's CAM table entry moves to the roamed-to AP, and downstream
packets are now delivered to the client.

Conditions:
Seen with AP-COS APs, on a WLAN configured for FlexConnect local switching.
