Symptom:
When going through reload of the cards like the LC/FC/RP/SC/SCSW card, the pcie link (downstream ports) goes down and come back, which could be detected as Surprise Link Down and may trigger PCIe FATAL error inturn calling the PCIe FATAL interrupt detection and recovery code put in place. This may result in additional reload of the card, as the FATAL interrupt recovery is done through reload of the card. To suppress this, now we have updated the SDES (surprise link down) category as NON-FATAL. Hence, there won't be any additional reload of the card whenever a hw-module reload of the reload initiated.
