Description (partial)

Symptom:
OSPF does not update forwarding entries properly for inter-area and external routes with SR labels in certain scenarios when they have RSVP-TE or SR-TE paths.

Conditions:
When OSPF is enabled with Segment Routing and this is about inter-area and external routes which have SR-TE or RSVP-TE paths.
More specifically, the issue happens when the properties of the RSVP-TE tunnels are changed from SR-exclude to not-SR-exclude or when the properties of SR-TE paths are changed from Strict SPF capable to non-Strict SPF capable.
Both of these are generally rare and configuration changes triggers.
