Description (partial)

Symptom:
On first boot on new router, system will go into boot loop.

Conditions:
Due to an unknown condition, when the bootflash5 is corrupted, it leads to this situation where the router never boots and will be in a bootloop. However, this is applicable only 16.3 release and not for any other release.
