Description (partial)

Symptom:
Not able to set Call Forward All to a URI as per the CSS under Call-forward settings of the line configuration page.

Call Forward All works for a URI even with <None> CSS under the Call-forward settings of the line configuration page. 
NOTE : Call forward all section works as expected for Numbers alone (and not for URIs). 

Test scenario:
=============

1) Create a SIP-Route-pattern * and associate it to a test partition (test_pt).
2) Create a test CSS (test_css) and associate the test_pt to it.
3) Register a Jabber to the CUCM and perform below test scenarios.
3) Under Line setting of the Jabber make sure the "Calling Search Space Activation Policy" is set as "With Configured CSS".

TEST 1:
------
Associate test_css to the device/line configuration (and not to any of Call-Forward Settings - make sure they are having NONE CSS)
In the Jabber : Navigate - "Forward Calls to" >> "New Number..." >> type any junk URI (ex : test@test2.com) and click Forward button.
RESULT : This will accept the call forward (which is incorrect behavior).

TEST 2:
------ 
Associate test_css to the Call-Forward settings (and not to any of device/line section - make sure they are having NONE CSS)
In the Jabber : Navigate - "Forward Calls to" >> "New Number..." >> type any junk URI (ex : test@test3.com) and click Forward button.
RESULT : This will NOT accept the call forward (which is incorrect behavior).

Conditions:
Call forward activated on endpoint for a URI with "Calling Search Space Activation Policy" is set as "With Configured CSS".
