Description (partial)

Symptom:
When DSCP remarking or DSCP class Cos translation policy are configured, module spines could fail to program the Qos class correctly. Hence the DSCP remarking and Inter-pod DSCP COS translation would not work properly.

Conditions:
Module spines which contains multiple ASICs on Fabric Card, such as C9504, C9508. If the FC card contains single chip, it will not hit this issue.
