Description (partial)

When UCM is upgraded to a version of UCM that supports the location awareness feature, the database migration does not insert required rows in the RegistrationDynamic table that is required for the Location Awareness feature to work.

Starting with UCM 11.0, the RegistrationDynamic table was extended to support the location awareness feature.  There is an existing database rule that will trigger a row to be created in the RegistrationDynamic table whenever a new device (with typeclass 1) is inserted into the device table.  But customers that have upgraded their UCM servers from a version prior to the creation of the registrationDynamic 8.1 UCM
