Description (partial)

Symptom:
when configure  Time policy.

if current time already passed configured end-time in the policy setting , at this time reboot the CUSP server .

after the server comes back , the already configured end-time gone.

Conditions:
1. current time  > configured end-time  

2. reboot cusp server.
