Description (partial)

Symptom:
When you deploy qos config to asr9k by netconf, found  "conform" and "exceed" cfg discard 
E.g, original config:

policy-map test
class test
  police rate 100 mbps
   conform-action transmit
   exceed-action drop

After deliver to asr9k, will change to follow:

RP/0/RSP0/CPU0:ASR9001-A#sh run policy-map test
Sat Jan  6 13:45:54.902 Beijing
policy-map test
class test
  police rate percent 80

If you deploy config by netconf.
