Description (partial)

Symptom:
If the setup script is interrupted during initial configuration the switch may come up without CoPP configuration. With no CoPP enabled, following symptoms are observed:
CPU bound traffic is not properly classified and all such traffic maps to a default Queue which is rate-limited. This will lead to Control plane issues.
Transit L2/L3 traffic will be dropped or punted to CPU (example DHCP)

Conditions:
Setup script is interrupted during during initial configuration.
