Description (partial)

Symptom:
1. Unable to launch ICM web setup
2. Unable to install the cert from SSL Encryption utility

Conditions:
openssl - version 0.9.8x
Impacted versions: ICM 9.0(x), 10.0(x), 10.5(1)

To determine openssl version, run following command from command prompt on PG/CC machine : 
'<install_drive>:\icm\ssl\bin\openssl.exe version'
