Description (partial)

Symptom:
There is a memory leak when a static route add is followed by a static route modify, because the same BFD entry gets installed multiple times for that BFD session.

Conditions:
Perform a static route add followed by a static route modify.

++ Run the following command and check if the counts for the entries are steadily increasing:
affected-leaf# show system internal ipv6 mem-stats detail | grep bfd
