Description (partial)

Symptom:
XR syslog messages doesn't complaint with RFC5424

Conditions:
XR devices doesn't send the syslog message as RFC 5424 compliance to syslog server.

Expected: HOSTNAME : test12345 is first field.

Jan 31 13:36:27 test12345 2326: RP/0/RP0/CPU0:Jan 31 18:22:57.170 : config[68179]: %MGBL-CONFIG-6-DB_COMMIT : Configuration committed by user 'admin'. Use 'show configuration commit changes 1000000201' to view the changes.

IOS-XR Current behavior 

Jan 31 13:36:27 172.26.34.202 2328: test12345 RP/0/RP0/CPU0:Jan 31 18:22:57.170 : config[68179]: %MGBL-CONFIG-6-DB_COMMIT : Configuration committed by user 'admin'. Use 'show configuration commit changes 1000000201' to view the changes. 
 
It doesn't change the host field but does allow for the hostname to be prepended to the other field.
