Description (partial)

Symptom:
When Switch CoPP-Policy with strict values is applied subsequent switch software updates fail.
SCP or HTTP file transfer is extremely slow and eventually starts over but is never able to finish.

Conditions:
After enabling "CoPP profile with strict values" under FABRIC > Switch Policies > Policies > Copp Leaf Profile, F1480 is also raised due to switch upgrade remains in "waiting in queue" state.
