Description (partial)

Symptom:
packet timestamps which are part of meta data of the CLI  "show controllers np capture <>" are being updated on every read (although no new packets are arriving in the drop capture buffer)

Conditions:
Issue is only seen on A9K-2X100GE or A9K-1X100GE LC 

issue is cosmetic only, timestamps in the metda data output of  CLI are erroneously updated, so it looks like there are new drop packets being captured but in reality there are no new packets arriving in the buffer.
