Description (partial)

Symptom:
High CPU was seen on a cat4500. The process that is high was Cat4k Mgmt LoPri. 
In the output of "show platform health" KxAclPathMan update and KxAclPathMan reprogr were high.
This could be transient or persistent and continuous sometimes.

Conditions:
ACL features configured and mostly with large scale and undergoing modifications.
