Description (partial)

Symptom:
When replacing an RP or LC on an NCS5500, or NCS6K, or ASR9K-64 router running IOS XR, the LC or RP may take a longer than expected time to complete the full boot process and become "OPERATIONAL   OPERATIONAL" via "admin show platform" output. Some of this delay may be due to rpm queries. This is an enhancement to optimize rpm queries, to help reduce some of the install operations time required when a new or RMA LC or RP is inserted into an NCS5500, or NCS6K, or ASR9K-64 router running IOS XR, and the IOS XR software version has to be synced up to the IOS XR version and SMU's, that's currently running on the router. (i.e insert a LC with 6.2.25 into a router running 6.1.3, for example).
