During installation when local time option is used instead of NTP and if the local time is set to a time which is before the system time, VMS will not be able to form the cluster due to SSL failures.

Symptom:
After  the setup or configuration  is completed, cluster formation might fail causing unexpected behavior. Configuration setup can also fail.

Conditions:
This issue can happen when local time option is used during configuration and the local time is set to a time which is before the system time. This issue is not observed if NTP is used instead of local time.
