Description (partial)

Issue is very specific and the below scenario was tested with French language, but is applicable to all custom languages :

 Scenario A:
 If "User Locale" under Common Device Configuration is "English, United States", then users can change language from Self Care Portal to French and vice versa. No problem.

 Scenario B:
 If "User Locale" under Common Device Configuration is "French", and the phone is in French then users cannot change language from Self Care Portal from French to English. The change would be saved, the phone would reset, however, the language on phone won't change. Once language is changed to English from Self Care Portal, the changes do get saved. The change is not reflected in Phone device page on CUCM.
