Symptom:
When we try to import the SAML xml config file, it fails with the error message:

"You have entered text that appears to contain unsupported tags or markup language. Remove those characters and try again"
The certificate contains and special character inverted comma which is being treated as harmful by ISE

Conditions:
Certificate contains special character (')
