Description (partial)

Symptom:
When ESA is not reachable to release CPQ quarantine emails following informational alert is generated:

The Info message is:

Quarantine: Could not connect to PVO release port on ESA x.x.x.x. This could be because the ESA is unreachable or PVO is not enabled on ESA.

As this is a critical issue, alert level should be changed from Info to Critical.

Conditions:
SMA is used for CPQ.
ESA is not reachable from SMA to release CPQ emails.
