Description (partial)

Symptom:
On 3650 - BGP configurations are lost after been upgraded from 16.03.05 to 16.06.01

Switch Model : WS-C3650-48PD
License : ipbase
Mode : INSTALL

+ Customer was having Active BGP Configurations when running 16.3.5 and after the upgrade to 16.6.1,  the BGP configurations were missing.
 
++ Observed , when running on Denali code, the License level was ipbase but still the Customer was able to work with BGP configurations. This is contradicting to the Documentations, as its said that BGP can be configured only on ipservices.
