Cisco Bug: CSCvh71967 - ENH: Video under Options to be disabled when Camera is not attached

Description (partial)

Symptom:
If Camera is not attached to the PC running Jabber and if Jabber is launched and the user navigates to Options > Audio/Video and clicks on the Video tab Jabber crashes with the following:

"Error:
** CRITICAL **: file d:\<user_ID>\workspace\build_windows_vs2015_branch_2.603\source\movi\src\tetris\external\gstreamer\gst\gstcaps.c: line 1083: assertion 'superset != NULL'failed
aborting
"
Now ideally if a PC does not have a camera attached the Jabber application should detect that and disable the option to access the Video section as that is meant to choose the Camera source. The normal expectation would be that if there is no camera is the system the user should not go to this option however if it is available there is all possibility a user will go to this option.

The moment the Video option is clicked on the Audio driver tries to handle the request and since it is not meant to handle it, it results in a crash scenario.

This Enhancement Request is to address this Enhancement to disable the Video option so that such a scenario does not exists.

Conditions:
The PC/Computer does not have any inbuild or External Camera
