Symptom: OSPF advertises invalid instance-id for its topology updates via BGP-LS. This can cause the consumer of the topology information e.g. PCE to get a garbled and mashed up topology. If there are multiple BGP-LS speakers then each might end up using a different garbled instance-id value. Conditions: In certain specific platforms and in some scenarios where the non-default (i.e. non zero) instance-id is specified via the "distribute link-state" command under router ospf.
