Description (partial)

Symptom:
The date range in the UI should be local timezone of the _connector_ but the timestamp in policy.xml is epoch time set to UTC. 

Example: If the window time in UI is Jan 25 10:00 - Jan 25 13:00 and the connector is in MST, it should update between Jan 25 10:00 MST - Jan 25 13:00 MST but what happens is that it's read by the connector as Jan 25 10:00 UTC - Jan 25 13:00 UTC which is gonna be Jan 25 03:00 - Jan 25 06:00 MST.
