Cisco Bug: CSCvh70173 - Null Point Exception is generated when its 'failing' or leaving the RING-OUT

Symptom: Ring out call creating [RING-OUT]: hangup - java.lang.NullPointerException instead of creating BYE. When this happened, call failed with crumbled voice from the caller perspective. This issue appears during a translation routed call. Call flow is Provider -> CUSP -> CUBE -> CUSP -> CVP -> TEMP_CONNECT to VXMLGateway -> translation route to Holly Voice Platform. Only change to the environment has been upgrade cvp to 11.6 ES3 from 11.5. Conditions: After upgrading to CVP 11.6 ES3 Analyzed the complete call flow, the issue is at RING-OUT create NULL POINTER instead of creating BYE message. CVP environment has been upgraded to 11.6 ES3 from 11.5.
