Description (partial)

Symptom:
Problem observed with eXR, not classic XR. Seen on XRV9K running 6.2.3 and ASR9K running 6.1.4 64 bit.

When using the COPYMIB to save the router's configuration to a tftp server,
the filecopy_process is not closed, and slowly leak the memory at each COPYMIB operation.
