Description (partial)

Symptom:
OSPF router that is ABR generates invalid inter-area extended prefix attribute LSA (EPL) for Strict SPF SIDs in some scenarios. These LSAs are then not flushed and keep hanging on and getting refreshed.

Conditions:
When OSPF with Segment Routing and Strict SPF SID feature is enabled. It affects those prefixes sometimes for which Strict SPF SID is configured but not the default SID. It can also happen in transient timing conditions when the the default algo 0 prefix SID is unconfigured first and then the Strict SPF SID is done later.
