Description (partial)

Symptom:
On 11.6, when user disconnects or call disconnects prior to get to an agent, CVP post call survey does not launch.

The issue is reproducible by introducing 100ms delay between when PCS call is connected and when browser sends CALL_NEW for this. 
 
Issue is that CVP is sending EventID=DISCONNECT sending for the PCS sip leg before IVR sends CALL_NEW to CVP. This is race condition getting hit where DISCONNECT event is going first and then CALL_NEW.

Conditions:
This affects 11.6, If the CALL_NEW happens first and then PCS works.
