Description (partial)

Symptom:
The process for managing high availability, FailD, is constantly trying to recover from stack failure, even when stack didn't fail.

Conditions:
On 8000 series devices configured in a stack, with the following configuration manually entered into /etc/sf/Faild.conf:

    SETTINGS
{
       MAINT_ON_SEC_FAIL 1;
};

This setting causes the primary device to put down data interfaces whenever the health of the secondary device is
