Description (partial)

Symptom:
With port shaper of lower rates, even after stopping the input traffic, we see traffic at output for sometime.
For port shaper, the queue-limit of the buffer is based on the line rate (100Gbps) instead of the shaper rate. Hence large number of packets get buffered, which take a while to drain out due to the low shaper rate, even after traffic is stopped.

Conditions:
Issue seen with port shaper of low rate and when input traffic is stopped. The packets continue to be sent out for sometime.
