Description (partial)

On an ASR920 router, BFD sessions may not come up on boot-up.
The FPGA interrupt "qdr_rd_req_fifo_full_int" has been encountered as seen by a non-zero count against this interrupt in the output of "show platform hardware pp active fpga interrupt misc".

Hardware-offloaded BFD sessions are enabled.
Router is reloaded.
