Description (partial)

Symptom:
Adding a member vni with a host-reachability protocol configuration under a nve interface while the same vni is already configured under a different nve interface leads to a mode change of the VNI from L2/L3 Control to L2/L3 Data.

Conditions:
VNI is already configured under a nve interface and an attempt to configure it under a different interface is made. The problem only occurs if the host-reachability protocol for the vni is also configured while erroneously configuring the vni under a second nve interface
